OBJECTIVES
In policy studies, an enduring research question is why some issues are taken seriously while others never become a central focus of policy making. This study aims to analyse the predecision stage of policy making and examines the position of oral health on the broader health policy agenda.
METHODS
A study of networks of influence in health policy in the state of Victoria (Australia) is used to examine the health policy agenda, and the position of oral health within the broader health policy agenda. Social network concepts were used to structure the data collection. Nominations of influential people were collected using a snowball method, followed by interviews with a selection of those nominated.
RESULTS
Combining an assessment of who is seen to be influential with an examination of the issues they are interested in provides insights into how influence helps shape the policy agenda and how this changes over time.
CONCLUSIONS
The study describes how oral health might become more central to the health policy agenda through deliberate strategies to change the network structure.

Research has led to major achievements in public policy and child health. Despite the gains, the need for research to inform policy remains paramount against a backdrop of inadequate public health investments, health inequities, and public skepticism toward science. However, the translation of research into child health policy has often been slow due to misalignments in incentives between researchers and policy makers and a paucity of conceptual models to inform translation. This article outlines barriers to translation, provides examples of discordance between evidence and policy, summarizes models to inform translation, and offers strategies to improve translation of research to policy.

Policy Points Public health science regarding alcohol consumption and problems, alcohol's role in equity and social justice, and identification of effective policy interventions has grown steadily stronger in the past 30 years. Progress on effective alcohol policies has stalled or gone backward in the United States and much of the world. Because alcohol influences at least 14 of the 17 sustainable development goals, as well as more than 200 disease and injury conditions, reducing alcohol problems should offer a platform for collaboration across public health silos but will require that public health itself respect and follow its own science.
